The reason he needed such a large number of Qi stones was due to the massive size of this Noah Zeppelin, a model that Zheng-Fu specifically designed for himself. It was equipped with numerous spells that required substantial energy, so Zheng-Fu opted to use a thousand Immortal-level Qi stones.
Of course, future Noah Zeppelins would not require nearly as many Qi stones and wouldn't need to use Immortal-level stones.
