The videotape was already processed. It showed Ruiz and Jimmy at the corridor entrance all the way to their entrance into the underground bar hall. The footage after Ruiz entered the small room wasn't on the tape because that room had no surveillance. The testimony from that location was provided by the only person who survived inside the room and Ruiz in the hospital.
The clarity of the surveillance footage wasn't great. All you could see was Jimmy propping up against a high table without moving. Minutes later, Jimmy suddenly pulled out a Glock from his waist and shot at the two guards by the door. Then, he turned and hid behind a nearby pillar. Three people appeared from another side, and the footage showed Jimmy taking them down and then breaking into the small room to shoot two more people against the wall.
The second reel of videotape showed the same scene, but from a different angle and closer to Jimmy, revealing more details.
Hughes and Peter only knew that Jimmy was a good fighter, but they never actually saw him in action. This was their first time watching Jimmy's combat prowess and shooting techniques.
After the two tapes had finished playing, Ryan rewound the first tape. This time, he kept his hand on the controller, ready to pause at any time, to provide commentary on the footage and explain the situation based on the positions corresponding to the seven dead and what appeared in the video.
After acquiring the footage yesterday, Ryan had already communicated with the people in the Queens office because he needed to give a preliminary report to Hughes today. Thus, much had to be prepared in advance, and now it was time to showcase the information he had prepared beforehand.
Instead of continuing to discuss Jimmy's shooting movements, he based his explanations on the investigation of the bullet holes at the scene and the positions from which shots were fired in the footage, which they had already determined in advance, showing that not a single shot from Jimmy had missed.

Jimmy removed his Glock holster from his belt, placed it on the table, then drew out the revolver and set it alongside before unbuttoning his suit jacket and sitting next to the conference table. Across from him wasn't a tribunal but rather five people sitting directly, and another person at the other end of the table with paper, pen, and a laptop, clearly there to take notes.
