These two terrestrial planets were the only ones humans could currently harvest, as smaller ones could not sustain an atmosphere—planets like Mars, which were ash planets, or moons like those of Jupiter, would likely not produce heat once removed from stellar light.
Large Earth-like planets, with our current technology, cannot be moved off their orbits.
But Earth was different, its interior was naturally active and could generate heat, and with the tidal effects of the moon, could fundamentally change everything—though Mardis had no moons, at a distance of 17 astronomical units from the CK51 coordinates, it could capture a satellite if things really came to that point. This was the only escape for humanity, although Earth and Mardis were far apart.
At the end of the plan blueprint, Adams humorously mentioned a genre that resembled Earth-creation humorous novels, which might actually play out in reality.
