"Second, they must agree with our Taiwei principles, willing to contribute to the order of the Primordial and the welfare of all beings."

Xuanqing paused, then continued: "On the Investiture of the Gods, there are three hierarchical divine positions of Heaven, Earth, and Man. These correspond to the All Heaven Stars, align with mountains and rivers, and conform to the wish power of all beings."

"The initial divine position includes Mountain God and River Lord from various regions, selected from newly emerged divine beings from the 'Stars Enlightening All Beings,' as well as enlisted loose cultivators and spiritual creatures of the Primordial who truly wish to protect a region."

"The middle-ranking divine positions pertain to the True Gods of various departments, such as the Thunder Department, Fire Department, Water Department, Plague Department, and Dou Department, who preside over certain laws of Heaven and Earth, maintaining order in specific domains."

"For these divine positions, one must have a Taiyi level of cultivation or higher, and have noteworthy achievements to hold the position. Their sources can be long-established sanctified beings of the Primordial, or initial divine beings promoted due to excellence."

"High-ranking divine positions belong to the Upper Venerable and Emperor. These divine positions require one to be of Da Luo ranking and to have made pioneering contributions, or to have great merit to the Primordial."

"Now, I announce the first list of conferrals by the Taiwei Divine Court!"

"Investiture of [Blood Sea Nether River] as [Lord of Netherworld Blood Sea Reincarnation], presiding over reincarnation, assisting in the management of the Netherworld, hereby decreed!"
