The past three and a half months have been the toughest for the Port Supervision Bureau.
It was probably well known that it would be difficult to mitigate the negative impact of Lu Binxiang's sadistic killings, and no one was eager to come to Binjiang to take over this mess. It's also possible that the Port Supervision Bureau really had made some achievements in the past two years, so everyone thought that Director Tang, who was expected to be transferred, wasn't.
But with such a significant incident within the bureau, explanations were owed to both superiors and subordinates.
This morning, an all-staff meeting was called in the bureau, where the leadership of the Yangtze Port Supervision Bureau attended to announce the removal of Deputy Director Yang's post, and a very young cadre from Zhenjiang Port Supervision Bureau was appointed as the new deputy director.
After the large meeting, a smaller session followed.
They discussed the distribution of tasks among party committee members, deciding that Zhu Chunmiao would replace the recently dismissed Deputy Director Yang to assist in managing administrative affairs, personnel education, law enforcement supervision, legal system construction, international contract fulfillment, and logistics. The newly transferred Deputy Director Xu would be in charge of the Port Inspection Department and Seaman Examination Department.
At least within the Port Supervision Bureau, the turmoil caused by Lu Binxiang's murders came to an end with this.
Director Tang was greatly relieved.
Zhu Chunmiao also breathed a sigh of relief. Just as she was about to report to Director Feng, who had always cared about their former department, Han Yu came knocking at her door.
Zhu Chunmiao outright assumed that Han Yu didn't want to be transferred back to Linghai Police Bureau and bluntly asked, "I've already analyzed the pros and cons for you clearly. Besides, returning won't affect the river-related work. What are you still worried about?"
"Sister Zhu, don't misunderstand, I didn't say I didn't want to transfer."
"Then what are you here for?"
Han Yu unconsciously looked back and then asked with a smile, "Sister Zhu, did the leaders of the Yangtze Port Supervision Bureau come?"
Zhu Chunmiao paused and then said with a bitter smile, "They arrived yesterday and are leaving tomorrow. What does that have to do with you? Why are you asking about this?"
"Of course, it has something to do with me, because you and Director Qin found this job for me."
Han Yu felt it was somewhat funny to work for Linghai before the transfer was complete and helplessly said, "Director Qin's old subordinate is away on a business trip, and he assigned me a task before leaving."
Zhu Chunmiao curiously inquired, "What task?"
"If any of the law enforcement units in Shijiang are inspected by superiors, I need to report to him immediately. Now that a leader from the Yangtze Port Supervision Bureau is here for inspection, it wouldn't be an issue if I didn't know, but now that I do, I have to call him."
"Then what?"
"He's gone to the Capital to run approvals and won't be back any time soon, so I have to report to Secretary Ye instead. Secretary Ye, through Director Zhou, asked me to come inquire where the Yangtze Port Supervision Bureau leaders are staying, how the schedule is arranged, and whether the city can take this opportunity to report to the Yangtze Port Supervision Bureau leaders about the Linghai Port construction project."
Seizing opportunities to report to higher-level department leaders is indeed characteristic of Linghai's Secretary Ye.
But on the other hand, if one runs to Hanwu, not only would they need to spend on travel, but they might not even be able to meet with the leaders. Using the leaders' visit to Binjiang for inspection as an opportunity to present a report might not ensure success, but at least it could lead to familiarity, which would make it easier to meet with people the next time one goes to Hanwu.
Zhu Chunmiao was completely convinced and couldn't help but laugh, "Director Li is staying at the Sailor Club, and he is currently discussing matters with Director Tang at the Sailor Club."
"Could you please ask Director Tang to introduce Secretary Ye?"
"Director Li came this time to send Deputy Director Xu to his position. He represents the party committee of the Yangtze Port Supervision Bureau to announce the appointment."
"I know, Ningning told me, but for Linghai, this is an opportunity. Director Zhou said that Secretary Ye has prepared all the report materials and is waiting for my update."
Zhu Chunmiao couldn't help but recall last summer when leaders from the Yangtze Navigation Bureau came to Binjiang for inspection. Linghai's Secretary Ye first waited at Bailong Port, then chased from Bailong Port to Binjiang District, and from Binjiang District, all the way across to Zhangjia Port on the opposite bank──truly admiring Secretary Ye's perseverance.
Thinking again that the Linghai Port construction was overseen by her loved one's former subordinate, and now that Salted Fish was about to return to Linghai to join the party team of the Linghai Port Industrial Park District Committee and the Linghai Port Project Command Center, she could only steel herself to say, "I'm waiting for a call. After Director Li finishes talking with Director Tang, he'll want to talk to me. I'll mention it to Director Tang later at the Sailor Club, during my report to Director Li."
Han Yu grinned and said, "That's great, thank you, Sister Zhu!"
Helping others through and through, especially when it's not an outsider.
Zhu Chunmiao weighed it over and then continued, "Dinner is also arranged at the Sailor Club. There will be fewer people in the evening. I can reserve a spot for Secretary Ye. You should quickly call Director Zhou to see if Secretary Ye can come over earlier."
"Sister Zhu, you've really helped me out a lot. I'll call and report right now."
"I must have owed you in a past life!"
"Sister Zhu, you are not only an elder to Ningning and me, but you also acted as our matchmaker. Even my becoming part of the household was arranged by you," Han Yu said, prompting Zhu Chunmiao to laugh out loud, "Is it something to be proud of, being an in-law? You're about to be a police chief and you still keep bringing it up."
"I don't think it's shameful."
Han Yu chuckled, hastily picking up the phone from the desk and hurriedly dialing a number.
Human nature is hard to change; this young man has earned no small fortune yet is still so frugal, making Zhu Chunmiao laugh and scold, "Don't you have your own phone? Still using our landline to make the call."
"Mobiles are expensive to call from."
Han Yu smiled with his teeth showing and reported succinctly to Director Zhou on the other end of the phone.
After he finished reporting, Zhu Chunmiao simply pointed to the phone, "Call Director Feng as well."
"Why call him?"
"Director Feng has watched you grow up; such a significant change like your transfer back to Linghai, don't you think you should report to Director Feng who's always cared about you?"
"I know Director Feng cares about me, but he's so busy…"
"Stop wasting time, call him now."
"Okay."
Han Yu quickly pulled out his phone, searched for Director Feng's mobile number, and used Sister Zhu's office phone to make the call.
Knowing it was the old department's number, Director Feng was somewhat surprised to hear Han Yu's voice and teased him, "Salted Fish, what are you doing at the Port Supervision Bureau instead of staying properly at Bailong Port?"
"Director Feng, I'm here to report to Director Zhu."
"Reporting to Director Zhu about work, have you been transferred to the Port Supervision Bureau?"
"No, but there will be some changes in my job. Two years ago, a ship and its crew were sold to the Port Supervision Bureau and the Changhang Bureau by Linghai Police Bureau, and now they have been sold to Linghai City Government and Linghai Police Bureau by the Changhang Bureau and Port Supervision Bureau."
Director Feng laughed heartily and said, "Sold again!"
Han Yu responded with a bitter smile, "Director Zhu is right beside me, you can ask her if you don't believe me."
"If a unit is willing to buy and can pay a good price, it means you and the ship are valuable. That's a good thing."
Director Feng didn't bother to ask about the details, he picked up a letter he had just received yesterday and chuckled, "Salted Fish, if you hadn't called me, I would have been calling you."
Han Yu was taken aback and couldn't help but ask, "Director Feng, is there more important work coming up?"
"It's different from last year's task, but it is related to last year's."
"What task?"
"Didn't we order two Big Sharks before? The second one has been transported back, and the superiors have ordered a few more from them. Considering the high cost of transport by the Dutch company every time, the superiors decided to build a semi-submersible ship by a shipyard in the East Sea."
The saying goes: the water flows in your own field. If we have our own semi-submersible, we won't need to rely on others.
Han Yu caught on and asked in a low voice, "What does this have to do with me?"
"You're quite familiar with that semi-submersible from the Netherlands. The design unit wants to consult with you, as we haven't previously designed and built a large semi-submersible of our own."
"No problem, actually I thought last year on the ship that we could totally build one ourselves, and I took a mental note of the dimensions of the semi-submersible during the dock pile processing and loading and unloading operations. During the subsequent transport, I took the chance to conduct a PSC self-inspection and figured out the entire layout of the ship."
The more Han Yu thought about it, the more excited he became, and he couldn't help but laugh, "I know which companies the main engine, auxiliary engines, anchor machine, pumps, and the hydraulic systems, and their models come from. I have all the working conditions of the main engine and relevant parameters right here!"
Director Feng exclaimed in surprise, "Why didn't you say so earlier?"
"At first I thought it was possible for us to build it on our own. Then I figured since there were only two Big Sharks, and one had already been transported back, it wouldn't be cost-effective to build a semi-submersible solely for the transport of the other. So I didn't report it to you. If I had brought it up at that time, who knows what the superiors would have thought; perhaps they would have suspected that I was trying to show off."
"That's true, but times change, and now the data you've recorded comes in handy!"
"Who should I give it to?"
"Has your work been officially transferred to Linghai Police Bureau?"
"The transfer process is underway. It should be finalized soon."
"Ship design and construction isn't a rush job. Call me once your transfer is complete."
"Okay." Seeing Sister Zhu making gestures, Han Yu hurriedly said, "Director Feng, Director Zhu wants to talk to you, I'll pass the phone to her."
"Alright."
Knowing that Sister Zhu wanted to discuss Port Supervision Bureau matters with the former chief, Han Yu handed her the phone and took the initiative to step out of the office to give them privacy.
After waiting for about five or six minutes, Sister Zhu finished the call, opened the door, and beckoned him in.
"What Big Sharks, keeping it a secret from me!"
"There was a gag order from the superiors, not allowing reckless talk."
"Just teasing you."
Zhu Chunmiao smiled faintly, looking at him and sighed, "Salted Fish, Director Feng really cares about you. You are familiar with the special vessels that the country urgently needs and even have relevant data. Why isn't Director Feng letting you participate in the design right now? He's waiting for you to return to Linghai Police Bureau and then reach out to the superiors of the superiors, and pull you into the design process in the East Sea."
Han Yu asked in surprise, "Director Feng is going to contact the Ministry of Police?"
"He has to follow the process for everything he does in that position; he can't just reach out to Linghai Police Bureau directly."
"That's a bit of an overstatement, isn't it?"
"Not at all."
...
Meanwhile, Secretary Ye had just finished a meeting, and after listening to Secretary Liu's report, he quickly returned a call to Police Chief Zhou Huixin.
China is a society built on relationships; there is nothing that can't be solved over a meal.
As long as you can meet face to face and share a meal, it can save a lot of unnecessary trips.
Secretary Ye was happy with the report and laughed, "So it's settled, right? I have time this evening, and even if I don't, I will make time, I'm heading to the district right now."
The city leadership was satisfied, and Zhou Huixin felt honored. He said eagerly, "Secretary Ye, Salted Fish is currently at the Port Supervision Bureau. I'll call him and ask him to wait at the Sailor Club."
"Good, also give him Xiao Liu's mobile number, and ask him to call Xiao Liu."
It really is different to have a comrade familiar with the law enforcement agencies on the river. Thinking about it, Secretary Ye laughed again, "Comrade Huixin, you and Comrade Shen Fan did a great job in digging this corner. Han Yu's transfer procedure needs to be expedited to avoid any complications."
Secretary Xie was more conservative before; Secretary Ye now is more driven.
He's decisive in his work, not putting off today's tasks until tomorrow.
In terms of personnel arrangements, he's not like before – where seniority dictated everything. In the past year or so, all the cadres appointed and promoted are competent, and several townships' leaders were promoted exceptionally - it truly reflected the principle of 'the capable rise and the mediocre fall'.
Working with such a Secretary, the passionately-driven Zhou Huixin couldn't help but smile and report, "Secretary Ye, I called the Organization Department this morning and talked to the Changhang Bureau as well; they said it would be done by Friday afternoon at the latest."
"Good, work should be about efficiency, not dragging your feet."
Secretary Ye ended the call, walking out while instructing his secretary who caught up, "Xiao Liu, any calls related to port construction and investment promotion should be reported promptly."
This was almost like a reprimand.
Secretary Liu was stunned for a moment but quickly replied, "Yes!"
