David casually scratched his head, "You're right, that's what a tough guy does."

They both laughed.
As David ate his steak, he asked, "Buddy, besides shooting practice, what else did you want to see me for today?"

As the Deputy Team Leader of the Anti-Gang and Narcotics Division, David's main duty is to combat gangs. As long as he reveals his identity, he wouldn't even need to act; those guys would be gone as fast as they can, definitely not daring to cause trouble at the construction company.
So the matter with the Zhang brothers wasn't really a problem for David.
If it's truly like Luke said, and the Zhang brothers are willing to let them invest in the company at a low price, it means having long-term dividend earnings, much more worthwhile than taking a one-time payment.
