Let it be known: by the power of his Grace, Duke Alistair d'Calvareth, and under the will of Lady Elise d'Ranthir, First Daughter of the Duke of Calvareth, the following edict is proclaimed and shall take effect upon its reading:

The practice of indentured servitude is hereby abolished within all territories and holdings of the Duchy of Calvareth within the Kingdom of Istaera. No man, woman, or child shall be bound by debt to the service of another as a condition of their station, as was the custom before the late Duke of Calvareth's regrettable reimplementation of this most heinous of systems.

The territory once named Khozad'Thar, long diminished in the common tongue as "the Dregs," shall be restored to its rightful place as an official and respected settlement of the Duchy of Calvareth, its forges and streets reclaimed for the prosperity of all.

All who once served as indentured workers, bond-servants, or slaves are to be paid fair wages for continued service or else released from obligation, free to depart without hinderance.

All prisoners in the condition of servitude will have their charges reevaluated.

Any who object to this decree, whether by word, deed, or willful neglect, shall be deemed in defiance of ducal authority and guilty of treason against the Duchy. Those who refuse compliance shall have their lands and titles seized, their trade charters revoked, and their persons brought before the Duke's judgment without delay.

It is my command that all freed servants and slaves shall be conveyed to Highcliff, there to be recompensed for lost wages at the expense of the Duchy, and provided settlement in homes and lands according to their trade, craft, or skill. The safety and welfare of these citizens shall be guarded by my authority, and any man who seeks to exploit them shall answer to my law.

Let this decree be read aloud in every square, posted at every gate, and carried to the farthest hamlet, that none may claim ignorance of my words.
